COP29: How Good Governance Powers Effective Climate Policy
On Monday, at the United Nations Climate Change Conference COP29 in Azerbaijan, Lithuanian Environment Minister Simonas Gentvilas took part in a panel discussion on "The role of law in climate change: will it save the Earth?". The discussion with representatives from Estonia, Portugal, Moldova, the Netherlands and Ukraine focused on how legal regulation can contribute to tackling climate change. In his speech, Mr Gentvilas presented Lithuania's solutions and achievements in this area.
"In Lithuania, we have developed a strategic planning system that proves that cooperation and good governance lead to effective climate policy. Solutions such as legislation on renewable energy, green procurement, retrofitting of buildings and the deposit system are already contributing to reducing emissions," the Minister said, stressing that Lithuania is striving to become a model for other countries.
Gentvilas highlighted last year's adoption of the Renewable Energy Sources Act and the "Breakthrough Energy Package" among the most important achievements. This legislation will allow Lithuania to generate all of its electricity from renewable sources by 2030. The decisions have been accelerated by geopolitical challenges - Russia's aggression against Ukraine, rising energy prices and the need to ensure energy security.
During the discussion, S. Gentvilas also presented the Lithuanian Green Public Procurement Rules, which integrate environmental criteria. Currently, 95% of all public procurement in the country meets green requirements. In addition, public authorities are obliged to use sustainable vehicles and energy produced from renewable sources.
The Minister drew attention to Lithuania's long-term renovation strategy. By 2050, all public and private buildings are to be fossil fuel independent and carbon neutral. "Already this year, at least 50% of building materials in new public buildings financed by the state budget must be renewable," the Minister stressed.
"A sustainable climate policy must focus on climate neutrality, circular economy and resource efficiency, while addressing socio-economic issues," the Minister concluded.
COP29 is the United Nations Climate Change Conference, an annual gathering of the world's representatives, scientists, business and NGO leaders to address the challenges of climate change. This year's conference takes place in Azerbaijan from 11-22 November. Delegations from nearly 200 countries are attending to discuss international agreements, ambitious targets and concrete actions to achieve climate neutrality by 2050.
