Proposed construction of wind power plants in Šiauliai County, Joniškis District Municipality (July 2026)

JSC „Utilitas Wind“ is going to develop an installation of up to 21 wind power plants each with a capacity of up to 8 MW (total maximum capacity of the wind farm up to 168 MW). The total height of each wind turbine (including the tip of the raised rotor blade) will be up to 250 m.

In the territories in Šiauliai County, Joniškis District Municipality:

- Kriukai Parish: the territory of the villages of Stagariai, Jackonys, Bikaičiai and Mygūnai I;

- Satkūnai Parish: the territory of the villages of Drąsutaičiai, Medikuičiai, Girdžiūnai, Mitkūnai, Gudaičiai, Butaučiai and Kulpiai;

- Saugėlaukis Parish: the territory of the villages of Pūraičiai and Pavirčiuvė.

The project area is in the immediate border zone with the Republic of Latvia. The distance from the boundary of the nearest land area under analysis to the Lithuanian Latvian state border is approximately 447 meters. An environmental impact assessment of the project has been initiated and information on the proposed economic activity and its possible transboundary impact is prepared.

On 10 June 2026, the Ministry of Environment of the Republic of Lithuania, acting as the Point of Contact regarding the Notification in accordance with Article 3 of the Convention on Environmental Impact Assessment in a Transboundary Context (hereinafter – the Espoo Convention), provided the State Environmental Service of the Republic of Latvia with information regarding the notification of the proposed construction and operation of a wind farm in Joniškis District Municipality, Šiauliai County, Lithuania (hereinafter – the Project).

2026 07 27 the State Environmental Service of the Republic of Latvia (hereinafter – the Service) acknowledged receipt of the Notification and the prepared documentation.

The Service informed that the information received regarding the Project had been published on the Service’s official website and had been forwarded, in accordance with the national procedure for environmental impact assessment in a transboundary context, to the relevant authorities and interested institutions of the Republic of Latvia.

The relevant Latvian authorities and institutions, within their respective fields of competence, had provided their opinions, comments and proposals regarding the Project and its potential transboundary environmental impacts. Comments and proposals had been received from the public and following institutions:

• the Ministry of Smart Administration and Regional Development of the Republic of Latvia;
• the Ministry of Climate and Energy of the Republic of Latvia;
• the Ministry of Health of the Republic of Latvia;
• the Ministry of Transport of the Republic of Latvia;
• the Ministry of Foreign Affairs of the Republic of Latvia;
• the Ministry of the Interior of the Republic of Latvia;
• the State Centre for Defence Military Sites and Procurement;
• the Nature Conservation Agency of the Republic of Latvia;
• the National Cultural Heritage Administration;
• the Zemgale Planning Region;
• Bauska Municipality;
• Jelgava County Municipality.
