Management Systems

The Ministry of Environment applies management systems and process improvement methods to strengthen the quality, efficiency and transparency of its work.

These systems support the Ministry’s daily operations, help improve internal processes and contribute to the consistent implementation of environmental policy, public administration standards and strategic objectives.

Environmental Management System

The Ministry of Environment has implemented and continuously improves an Environmental Management System in line with the requirements of the LST EN ISO 14001:2015 standard, Environmental management systems – Requirements with guidance for use.

The scope of the Environmental Management System covers the formation of environmental policy of the Republic of Lithuania and the supervision of its implementation. The system applies to all administrative units of the Ministry.

Through the Environmental Management System, the Ministry is committed to:

  • shaping environmental policy in Lithuania on the basis of continuous environmental improvement, pollution prevention and prevention of other threats to the environment;
  • continuously improving its environmental performance;
  • raising environmental awareness among employees and the public;
  • using natural resources responsibly in its own activities;
  • complying with the requirements of the LST EN ISO 14001:2015 standard, legal acts and other requirements related to environmental aspects.

The Ministry of Environment was the first public institution in Lithuania to implement an Environmental Management System in accordance with the requirements of the LST EN ISO 14001:2015 standard.

Information on the Ministry’s environmental performance is public and available to society. The Ministry seeks to remain open, self-critical and committed to identifying new ways to contribute to environmental improvement.

LEAN

The Ministry of Environment applies process improvement methods aimed at improving the efficiency and quality of public administration.

The implementation of LEAN-based methods helps to strengthen process management, monitor performance indicators and promote continuous improvement across the institution. These methods are used to improve the organisation of work, reduce unnecessary administrative burden and ensure better services for society and stakeholders.

The application of LEAN principles contributes to:

  • more efficient internal processes;
  • clearer distribution of responsibilities;
  • better cooperation between units and institutions;
  • improved quality and speed of services;
  • stronger employee involvement in achieving institutional objectives;
  • more consistent monitoring of results.

The Ministry also applies the KAIZEN method, which supports continuous improvement by involving employees in the identification and implementation of practical improvements.

Project Management

The Ministry of Environment applies project management principles to strengthen the planning, coordination and implementation of institutional activities.

Project management helps to ensure that tasks, timelines, resources, budgets and risks are planned and monitored in a consistent way. It also supports better coordination between different units, more efficient use of state resources and more transparent implementation of public policy changes.

The application of project management principles contributes to:

  • clearer planning of institutional activities;
  • better coordination of cross-sectoral tasks;
  • more effective management of deadlines, resources and risks;
  • improved monitoring of progress and results;
  • stronger implementation of strategic and operational objectives.
