Baltic States and Poland strengthen cooperation on implementing energy and climate plans
Experts from Lithuania, Latvia, Estonia and Poland met in Vilnius on 3 and 4 September to discuss the implementation of national energy and climate plans (NECPs). The regional meeting, organised by Lithuania’s Ministry of Environment, also addressed planned regulatory changes and opportunities for further cooperation.
“National plans take into account each country’s sources of greenhouse gas emissions, but many of the challenges in implementing them are shared across the region. Direct dialogue between the experts responsible for these plans helps us better understand common problems, draw on neighbouring countries’ experience and align our approaches where a regional response is needed,” says Judita Liukaitytė-Kukienė, Senior Adviser in the Ministry’s Climate Policy Group.
On the first day, country representatives presented progress in implementing their NECPs, the most effective measures and the areas posing the greatest challenges. Experts discussed public support for renewable energy development, the impact of energy prices, balancing the interests of different sectors and meeting energy efficiency targets.
During the discussion on monitoring, representatives compared the data, indicators and methods used to assess progress in implementing NECPs and the results of the measures introduced.
On the second day, participants examined national planning processes and the implications of the review of the EU’s Regulation on the Governance of the Energy Union and Climate Action for the preparation of new NECPs. Discussing further regional cooperation, representatives welcomed regular exchanges of expertise and good practice. A thematic network of contacts will be established, and cooperation on modelling and data will be strengthened. All participants agreed on the value of this format and the need to continue these meetings.

This was the second regional meeting on NECPs organised by the Ministry of Environment. This year’s event was held at expert level as part of the LIFE integrated project “Improving Energy Efficiency in Lithuania” (LIFE IP EnerLIT). The project is coordinated by the Environmental Projects Management Agency and implemented by 16 partners, many of which were represented at the meeting.
LIFE IP EnerLIT is improving modelling and assessment tools used to analyse the impact of policy measures. Particular emphasis is placed on building networks among Lithuanian institutions working in this field and strengthening links with neighbouring countries.
